In PIONEERS OF THE PROFESSION, we feature key figures in Singapore Social Work who have been influential in steering the development and direction of the Social Work Movement in Singapore. Today we feature Mr K V Veloo.
Mr. Veloo’s career that started in 1964 in Probation and Aftercare has spanned more than 35 years. During his stint in government service, he worked passionately on the issue of transportation for disabled people and on socio-legal issues facing intellectually disabled people. He also initiated the Singapore Indian Welfare Association (SIWA, current-day Singapore Indian Development Association or SINDA).
Mr. Veloo was the first President of the restructured and present Singapore Association of Social Workers (SASW). He brought about the merger of the then two prevailing organizations, one for medical social workers and the other for general social workers.
Perhaps he will be remembered most of all of for helping the social work profession to gain inroads into the penal and correctional system. He was the first social worker to hold the post of Chief Probation & Aftercare Officer. A key achievement was the setting up of the Community Probation Service (CPS) in 1971 – staffed with more than 400 trained Volunteer Probation Officers (VPOs).It became the model for similar schemes not only within Singapore but also around the region.
In 1973, he set up the first Prison Welfare Service with the aim of providing support and help to the families of prisoners. To tackle the drug problem, he initiated the mobilization of community support and involvement in the fight against drug abuse and in the aftercare of ex-addicts as Executive Secretary of the Singapore Anti Narcotics Association (SANA).
We caught up with Mr Veloo to find out more from him about the history of SASW in Singapore, and also hear his thoughts about bringing SASW forward in view of its 40th anniversary.
SD: Why was SASW set up in 1970?
Mr Veloo: When I was elected President of the Association of Professional Social Workers (APSW) in 1969, I found that there was another association, namely the Singapore Association of Medical Social Workers (SAMSW) catering for medical social workers. The SAMSW was older, more active and better organised. APSW catered for all social workers irrespective of the agency in which they served but there was also clamour among probation and aftercare officers to set up their own association along the lines of the UK NAPO. I realised that if social workers, (the numbers were not many then) were to make their mark in society they need to consolidate to form a cohesive society with a clear common agenda for their future. Scarce resources were dissipated between the two groups. I also found it ridiculous for APSW to retain the term “professional” as if there was another group that was non-professional and competing with APSW. It was not an easy task to get the two associations to agree on merger.It took protracted negotiations. Thanks to senior members of both associations notably Mrs S N Thung and Irene Yong, good sense prevailed to have a new association that would be strong and respected by the other professions, government and the community. I chaired a Protem Committee in 1970 made up of Mr Chang Soo, Ms Irene Yong, Mr Peter Lee, Mrs S N Thung, Ms S Dharan, Mr Tan Kim Hian and Mrs YF Chen to register the new organisation which came into being in 1971. Dr S Vasoo was elected as its first President.
SD: What were the main objectives of the then SASW?
Mr Veloo: The fundamental object of the new association was to establish social work as a profession that would stand shoulder high with other professions. Social work as a profession was then under stress. It was not sure of itself, if it were a profession in its true sense. Many viewed it as a para-profession at its best and at its worst, a “do-gooder” service carried out by lay people.
Social work lacked a code of ethics and monopoly of recruitment mandated by law. In some sense it lacked professional authority. The SASW’s view then was to work assiduously to gain recognition for social work as a profession. If this were not achieved, its practitioners would continue to be on the back stage, under-paid without a voice.
SD: What milestones or achievements have you observed over the past 40 years with regard to SASW and the development of social work practice and the profession?
Mr Veloo: SASW has grown from its early volunteer-driven beginnings into a well-knitted and cohesive organisation with good management and competent staff with defined purpose and goals thanks to people like Dr S Vasoo, Dr Ngiam Tee Liang, Dr Elena Lui, Mr Gilbert Fan and Dr Kalyani Mehta.
One notable achievement of SASW, is the setting up of the FTRC which has evolved into FRTC-SASW Training Academy providing upgrading courses throughout the year for those who want to improve their knowledge, improve their skills and strengthen their performance. The credit for its establishment goes to Dr Ngiam Tee Liang who spent many hours negotiating the project with Ms Ang Bee Lian and myself at the former Ministry of Community Development (MCD). The venture required government support in terms of provision of building and set-up costs to help take it off the pad. These were made available. I am happy that the FRTC has lived to its dreams.
The other significant achievement is certainly the Accreditation System for Social Workers and Social Work Practitioners. This was long overdue. It is ensures professional standards among social work practitioners. What we need now is to bring the accreditation system to greater public notice.
Sometime in 1991 the then MCD set up a committee with representatives from SASW, NUS Social Work Department, NCSS and MCD to recommend upgrading courses for serving officers who held “social work” positions in government and VWOs. I was asked to chair the committee. There were then three set of officers who were keen to obtain social work qualifications. The first group was graduates from other disciplines. The second group were social work graduates who wanted to do their Masters. There was a third group that had GCE “O” or “A” levels but had considerable experience in welfare work.
With the support of SASW and NUS, the government agreed to push for part-time Diploma and Masters Courses. Today, I am told many take these part time courses and have increased the pool of trained social workers.
SASW today has more than 600 members. The worth of any association, it is said, cannot be judged by its programmes and activities alone. Its success depends essentially on the extent of participation of members. SASW has certainly no problems in rallying its staff for its SASW-wide activities and in generating camaraderie, a common sense of identity and common purpose among them.
SD: This year marks the 40th anniversary of SASW. What areas should the Association focus on in the future to bring the profession to greater heights?

Mr Veloo: There are some residual challenges that have to be resolved. To me, it has always been to seek greater recognition of social work as a profession by the community and Government. In order to achieve this, SASW must show that we can, indeed, meet all the attributes of a profession such as (a) body of knowledge that can be handed down (b) regulative code of ethics (c) professional authority and (d) monopoly of recruitment to social work positions and (e) professional culture. There are inherent difficulties in meeting (b) and (d). These two attributes have to be backed up by a mandate of Parliament. SASW has produced a self-regulatory code of ethics much to the persistent and diligent work of Mr Gilbert Fan. This is a welcome first step. On monopoly of recruitment, it is not possible to impose this point for the present as many of the “social work” positions are filled for good reasons by non- social workers. There is an acute shortage of social workers.
Brand Name
Mr Veloo: What we can and must do is to create a brand for the profession- investing time and resources in building a strong brand that can tell consumers of our services and the public, who we are, what we stand for and what we can do to help alleviate social difficulties of those in need or distress. The public must know that we exist as professionals. They must be able to identify us as social workers. Unfortunately, we are not easily identifiable like doctors, lawyers, dentists and nurses. Even prison officers and police officers are clearly recognised. We are scattered all over the place (except for medical social workers who are hospital based) and receive our job titles from the laws we operate (probation officer) or from departmental titles like child care officer.
I have suggested previously that we need to take our work to the ground at neighborhoods by setting up private practice like doctors to gain public recognition. SASW may want to encourage it.
Status of Social Workers and Unionization
Mr Veloo: The other point that can be pursued with greater vigour is the status of social workers. We all know that competitive salaries, service conditions and career paths are as important as professional culture, discipline and ethics. As a group, we have made some progress but this is not enough. We must have a bench mark- why not we equate ourselves with teachers? Many of the failures in the classroom often become the caseloads of social workers.
SASW started off as a professional organization. There is nothing wrong in this but we need to look after bread and butter issues as well like what the unions do. In UK the National Probation Officers’ Association (NAPO) meets both professional and unionized needs of its members. SASW has to think hard on this point. The teachers are unionized so why cannot we? We need to work for a general unified salary scale and conditions of service that all social workers irrespective were they work will enjoy. Today, those in NCSS and civil service enjoy far greater perks than those in the VWOs. Social workers in VWOs stagnate. This has been a very sore point which must be addressed swiftly by SASW. SASW has to set up a unionized arm for social workers that can negotiate without fear or favour with government and NCSS for a better deal for all social workers.

Mr Veloo: We now have a special interest group for medical social workers and those in schools. The social work group in correctional settings both institutional and community based has grown in strength. SASW should not delay in setting up a chapter for social workers in correctional setting. Confusion between Social Workers and Counsellors
Mr Veloo: Are social workers counsellors as well? Are counsellors social workers? There is lots of confusion on the ground. Is counseling an offshoot of social work? Counsellors now do more than “office-based”counselling”. Indeed, they do what social workers do: that is to bring the benefits of social services to bear on specific human need. How do we sort this out? I suppose they too have their own professional organization.
Schools have counsellors and many of them are not professionally qualified- nor are they trained social workers. What schools need are social workers. Counseling is fine with adults who can take charge of their environment but have internalized problems. Children in trouble have also social difficulties emanating from home and school which calls for social work intervention. It is unfortunate that the Ministry of Education (MOE) did not consult SASW on this issue. I suppose MOE had to get the work done and there is a shortage of social workers. It is not all lost; SASW should work closely with MOE to replace MOE’s present “in-service” trained counselors with trained social workers as when they are available.
Social Action and Advocacy
Mr Veloo: We have been rather weak in the department of social action and advocacy. We hardly offer informed views on social policy or legislations to the government. I do not think we have ever appeared before the select committee of Parliament. Not all social workers are sufficiently acquainted with social legislations as they do not all operate them in the course of their work like those social workers in government Ministries. SASW has to set up a specialized arm to consider issues arising from social policy and social legislations. If we are active in this area we can obtain very useful mileage for the Association.
What strengths can the association leverage on to further strengthen itself and the social work profession?
Mr Veloo: In the past, the SASW was seen as an appendage of the NUS Department of Social Work. NUS lecturers were also members of the association and were eligible to hold office. They provided valuable guidance in the early development of SASW. This close proximity with NUS or with NUS members holding official posts in SASW did not help it to develop its own professional identity.
I am all for the young to take charge of SASW. The new breed of social workers has the intellectual capability, the professional knowledge and managerial skills. They have mental fortitude and character to drive SASW to even greater heights. Indeed, they should be given opportunities to represent SASW at regional and international meetings. As senior members of SASW our responsibility is to add to the quality of their work, not allowing distortion to interfere in their pursuit of success.
SD: What makes you proud to be a social worker?
Mr Veloo: I touch lives, bridge gulfs, heal rifts and build bonds. When you serve man, you serve God.
